He was born on January 19, 1950, in the Aghdam district.
In 1967-1971, he studied at the Faculty of Industrial Economics of the D. Bunyadzade Azerbaijan Institute of National Economy (now the Azerbaijan State University of Economics) and graduated with excellent grades.

In the same year, he was assigned as an economist at the newly constructed Baku Machine-Building Plant.
In 1972-1973, he served in the military in the Murmansk region. In 1974-1975, he worked as a researcher at the Research Institute of Economics under the State Planning Committee of the Azerbaijan SSR.
In 1975-1978, he pursued postgraduate studies in Political Economy at Azerbaijan State University. Since 1978, by official assignment, he was appointed lecturer at the Department of Political Economy.
In 1975, he was admitted to the full-time postgraduate program in Political Economy at Azerbaijan State University (now Baku State University).
In December 1978, by assignment of the Ministry of Higher and Secondary Specialized Education of the Azerbaijan SSR, he was appointed lecturer at the Department of Political Economy.
In 1980, he defended his Candidate dissertation titled “The Law of Social Division of Labor and Its Functioning under Developed Socialism,” and was awarded the degree of Candidate of Economic Sciences.
In 1982, he became Senior Lecturer at Azerbaijan State University, and in 1986 he was elected Associate Professor.
In June 1998, he was elected Head of the Department of Economic Theory at Baku State University.
In 2001, he defended his doctoral dissertation titled “Socio-Economic Problems of the Social Division of Labor.”
Since 2008, he has continued his scientific and teaching activities at the Azerbaijan State University of Economics.
In 2010, he was elected Professor of the Azerbaijan State University of Economics, and in the same year his professorship was confirmed by the Higher Attestation Commission under the President of the Republic of Azerbaijan. He is currently Professor of the Department of Economics.
