He was born in 1975 in the Basarkechar district of the Goycha region of the Iravan Khanate (currently Vardenis district of Armenia) into an educated family.
In 1981, he began his education at Zarkand Secondary School in that district, but due to the Armenian deportations, he was unable to complete his studies there.
He continued his incomplete secondary education in the Kalbajar, Crimea, and Tartar districts. He graduated from Secondary School No. 57 in Baku with honors, and was admitted to the Republican Base Lyceum with a chemistry-biology specialization of the Azerbaijan State Medical University, which he successfully completed.
In 1992, after passing the YÖS examination, he was admitted to the Faculty of Law at Istanbul University and the Department of Sociology at Hacettepe University.
In 1992-1993, he graduated from TÖMER of Ankara University, and in 1997 he received the qualification of Sociologist from Hacettepe University.
He completed his Master’s studies at the Faculty of International Relations of the same university, graduating in 1999-2002.
In 2002-2006, he successfully completed the doctoral coursework program at the Faculty of Political Science and International Relations of Ankara State University, where he defended a seminar on “The Karabakh War and Armenian Terrorism.” At the same time, he was a doctoral candidate at Baku State University in the same specialty, and in 2016 his dissertation was accepted by the Defense Council of the Academy of Public Administration under the President of the Republic of Azerbaijan for the academic degree of Doctor of Philosophy in Political Science.

He worked as Advisor on General and Social Affairs to the President of “Baku Electric Network.”
He taught Public Administration and Strategy at the Department of Management of the Azerbaijan Tourism University.
Currently, he is Associate Professor of the Department of International Economics at UNEC.
He is the Secretary of the Faculty of Economics of UNEC and a political expert of the Turkic World Monitoring Center.

SCIENTIFIC WORKS
Doctor of Philosophy in Political Science Parviz Habib oghlu Samadov has been awarded the Honorary Diploma “Outstanding Teacher of the Year” by the Ministry of Science and Education of the Republic of Azerbaijan, and has also received “Service to the Turkic World” awards from various institutions of the Republic of Türkiye.
