Born on April 17, 1957, in Yanigli village of Tovuz district, Republic of Azerbaijan.
From 1974 to 1979, he graduated from the Azerbaijan Pedagogical Institute of Foreign Languages (currently Azerbaijan University of Languages).
Between 1982-1986, he pursued part-time postgraduate studies at the Azerbaijan University of Languages and defended his dissertation at Taras Shevchenko National University of Kyiv.
In 1991, he defended his кандидатская (PhD) dissertation at Kyiv State University and obtained a degree of Candidate of Philological Sciences.

Until 1984, he was assigned to teach French and English at Minkend Secondary School in Lachin district.
From 1984 to 1988, he pursued part-time postgraduate studies at the Azerbaijan Pedagogical University of Foreign Languages while also working there as an hourly-paid instructor.
Between 1988-1989, he worked as a translator in the International Department of State Oil Company of the Azerbaijan Republic.
In 1994, he completed professional training in “Business French” at Stendhal University in France.
From 1990 to 1995, he worked at the Azerbaijan State University of Economics, first as a lecturer and later as a senior lecturer.
Between 1995-1998, he worked as a translator and assistant to the mission head at the European Union humanitarian organization “Equilibre.”
In 1998, he completed professional training in the United States as a winner of a competition organized by the U.S. Agency for International Development (USAID).
Since 1998, he has been working at the Azerbaijan State University of Economics.
In 2000, he was elected Head of the “Foreign Languages-1” Department and held this position until 2016.
Currently, he is the Director of the UNEC Translation Center and an Associate Professor at the “Foreign Languages Teaching Center.”
