Born in 1960 in the Lankaran district. He received his secondary education in Lankaran district from 1967 to 1977.
He began his professional career in 1977 as a worker at the Sh. Akhundov State Farm in Lankaran district.
From May 1979 to June 1981, he completed his military service in the ranks of the Soviet Army.
After demobilization, he worked at Construction Trust No. 104 in the city of Leningrad.
From 1982 to 1987, he studied full-time at the Faculty of Economics of Leningrad State University.
After graduating from the university with excellent results, he worked as a Laboratory Assistant at the Department of Political Economy of the Azerbaijan Oil and Chemistry Institute named after M. Azizbeyov.
In 1987, he was sent on a training assignment to Leningrad State University, and in 1988, he was admitted to the postgraduate (aspirantura) program at the Faculty of Economics of the same university.
Two years later, in 1990, he defended his candidate dissertation ahead of schedule and returned to Baku, where he was appointed as a Lecturer at the Department of Political Economy of the Azerbaijan Oil and Chemistry Institute.

He served as an Associate Professor (0.5 full-time equivalent) at the Department of International Economics (English-taught) of UNEC.
He is currently serving as an Associate Professor (0.5 full-time equivalent) at the Department of International Economics and Business of UNEC.

From November 1995 to June 2005, he held the position of Director General of the “Trend” Analytical Information Agency.
