Emin Zamin oghlu Huseynov was born on 12 November 1974 in the city of Sumgait.
He received his secondary education in Sumgait.
In 1996, he graduated with honors from the Azerbaijan State University of Economics. In 1998, he obtained a Master’s degree from the University of Florida, USA, and in 2009, he obtained a Master’s degree from Harvard University.
In 2014, by the decision of the Higher Attestation Commission under the President of the Republic of Azerbaijan, he was awarded the academic degree of Doctor of Philosophy (PhD) in Economics.
Having begun his career at the Ministry of Finance of the Republic of Azerbaijan in 1996, he worked from 1998 to 2001 as an economist at the Azerbaijan office of the World Bank, and from 2001 to 2003 at the Azerbaijan office of the International Monetary Fund.
Since 2005, he worked as General Director of the Research and Development Center under the Central Bank of Azerbaijan.
He also held the position of Vice-Rector for Strategy and Development at ADA University.
Since 2006, he has conducted training sessions at the Azerbaijan Banking Training Center on economic and financial systems, and since 2009 on leadership topics.
By the Decree of President Ilham Aliyev dated 24 June 2016, Emin Huseynov was appointed Deputy Minister of Finance of the Republic of Azerbaijan.
On 29 August 2018, he was appointed Assistant to the First Vice-President of the Republic of Azerbaijan, Mehriban Aliyeva.
On 24 May 2021, President Ilham Aliyev signed an order appointing a Special Representative of the President of the Republic of Azerbaijan to the liberated part of the Aghdam district.
By this order, Emin Zamin oghlu Huseynov was appointed Special Representative of the President of the Republic of Azerbaijan to the liberated part of the Aghdam district, including the city of Aghdam.
He is married and has three children.
